Clinton National Airport Central Utility Plant & Electrical Yard Project

The Central Utility Plant and Electrical Yard project for Clinton National Airport is designed to improve the energy efficiency and reliability of the largest airport in Arkansas. The new utility plant will aid in servicing the terminal facilities and future expansions with more advanced, sustainable, and long-lasting mechanical, electrical, and utility systems.

Due to the complexity of the systems, J. W. Heavrin Inc. was selected to manage the underground utility construction which required coordinated utility construction services. In the context of operational airports where complex, multi-utility installations are strategic to the airport operations, J. W. Heavrin Inc. supports the project with construction services to meet the schedule, safety, and complex utility installation requirements.

Scope of Work Included:

Excavation, installation, and testing of new fire main, water main, and domestic lines (8”, 6”, and 4”) to service the utility plant and surrounding facilities.

Excavation, installation, and testing of gravity sanitary sewer systems, including manholes and tie-ins.

Excavation and installation of natural gas piping to support new mechanical and heating systems.

Excavation and installation of storm drain systems for proper site drainage and erosion control.

Installation of communication infrastructure, including fiber optic conduit and handholes.

Installation of electrical systems, including concrete-encased duct banks, handholes, and conduit networks for power distribution and control systems.

J. W. Heavrin Inc. is proud to contribute to the modernization of Clinton National Airport, estimated to be completed in 2026-2027, working in partnership with Clark Con-Real CAN JV and Alliance / Polk Stanley Wilcox Architects to help deliver critical infrastructure that supports the airport’s future growth and operational excellence.
